POSITION SUMMARY:

Reporting to the Monitoring and Evaluation Advisor for ICAP in Cameroon, the EMR/OpenMRS Developer is responsible for creating modules, forms, skip logic, standard reports, linkage with DHIS and deployment of Open MRS. This position is grant funded.

MAJOR ACCOUNTABILITIES:

• Install and deploy OpenMRS in central server as well as in computers at selected health facilities
• Set up of Health Program management (HIV) including:
• Set up of HIV entry points (Inpatient, Outpatient, Admission, Laboratory, Pharmacy, Maternity, …)
• Data security (database encryption, user roles management and data access right)
• Automatic backup system, data export in Excel, CSV, XPS format
• Patient management, including clinical and drug pick up appointments
• Laboratory management
• Standard reports (Monthly reports for Adults, Infants, Babies, PMTCT, quality check, counting, completeness, timeliness, accuracy of data, data entry performance)
• Integrate interoperability with DHIS2 for HIV related monthly reportingAutomatic System reminders
• Provide training, technical support and assistance to sub-recipients’ partners
• Other duties as appropriate

EXPERIENCE, SKILLS & MINIMUM REQUIRED QUALIFICATIONS:

• Senior Java (J2EE) Developer (Servlets/JSP on Oracle App Server, Apache/Tomcat) Jasper Reports, Spring, REST API (for Web Services), Hibernate, JavaScript/JQuery)
• Familiar with (JDBC with Oracle, MySQL, AJAX, XML, XSLT, CSS Layout)
• Health Information System knowledge, HL7, ISO, CNIL Standards implementations
• Deployment application on Linux and Windows Client/Server
• Proof of Java software developed by the applicant
• Strong knowledge of OpenMRS
• Being a Community OpenMRS Senior Developer will be a strong asset
• The applicant should be able to develop and integrate OpenMRS modules

EXPERIENCE, SKILLS & PREFERRED QUALIFICATIONS:

• Education: Bachelor’s degree in Computer Science, Engineering or a related subject
• Proven hands-on Software Development experience
• Excellent communication & language skills
• Ability to work on a multicultural environment
• Experience working with an international organization
• Ability to meet tight deadlines and successfully manage multiple assignments concurrently
• Ability to function independently; results-oriented; detail oriented
• Strong organizational and analytical skills
• Ability to problem solve and work as part of a team
• Fluent English & French language skills

DELIVERABLES

• OpenMRS Bahmni Distribution installed and functional for HIV services in pilot sites according to agreed upon specifications
• Automated reporting from OpenMRS to National DHIS2 functional
• Technical documentation and full source code provided
• Standard Operating Procedures (SOP) for EMR deployment developed
• Technical training materials developed
